Mouse setting won't save?

everytime I boot up my computer, my mouse setting reverts to the default of
"scroll 1 line at a time." i then change it to 5. works until the next
re-boot. happens in IE and also Firefox.

Start/Control Panel/Mouse/Properties/Wheel tab
When you set the scroll to 5 lines, did you click OK? That is incorrect.
After setting the scroll you must click Apply first then click OK to set and
save settings. Happy putering :-)
