Mouse problems IBM Optical USB interface

I have problems with XP recognizing my IBM Optical Mouse. About every 4th or 5th time I boot up, the mouse is not active. If I un-plug & plug back in the USB connection or re-boot the PC it comes up. It is very frestrating. I've loaded the latested drivers (I think). Any help out there?

Try a mouse of same type that is known to work. This sounds like a short,
either in the mouse or the cord/plug.
