Mouse Pointer Speed

Hi
i have a problem where a user's mouse pointer speed is way
too fast. The problem being, because they are a limited
user they cannot change the speed on their own profile.
When it is changed by the administrator the new speed
changes then apply to his account not the users(even when
using the "Run as" command). Is there another way i can
change this setting?
any help would be most appreciated.

In control panel under mouse why can't you change the speed there ? I'm a
regular user on this 2k machine and I can change it there.
