mouse locking up when booting

I have been working on this problem all day long. When booting computer, the
mouse cursor is frozen in center of screen. if i hit ctrl-alt-del and hold
for at least 2 seconds then the mouse starts working. I have uninstalled and
reinstalled drivers. The mouse is a Logitech M-SBF69. I have checked
irq's and there are no conflicts. This problem started out of the blue. I
have done scans with ad-aware, spybot and come up with nothing.
 
Mouse is PS2...i switched to a usb mouse and that corrected it, but i still
can't get the PS2 mouse to work
