Mouse: Cannot Switch Primary and Secondary Buttons

In CP-->Mouse-->Buttons-->Button Configuration, "Switch
primary and secondary buttons" is grayed out.
I'm using a mouse connected to a USB port, but happens
with a "regular" mouse as well.
I could select between the two before applying Office
2002 SP3.
Do I need to reinstall a mouse driver?
