running XP Pro SP3 with all the patches - well all the ones that apply to
me...
in the last week - my cursor "giggles" and when the mouse is left alone -
the cursor slowly drifts down the page.

The mouse is a dell ball mouse (yes I cleaned it) and it also happens on
optical mouse too.

I've rebooted - changed usb ports - changed mice -

Anybody got an idea?

I've seen that behavior on a lot of Dells. There is a lot of different
ways to approach it. I Googled "how to fix drifting mouse cursor".

Report back if one resolves it.

<Q::>

Go into the BIOS (F2). Press Alt-P until you reach "Page 4 of 7". Under
"Pointing Device" change the setting from "PS/2-Touchpad" to "PS/2". Reboot.

The touchpad and point stick will still function as long as there isn't a
mouse plugged into the PS/2 port. If the mouse is plugged in, it will
override the integrated devices.

Open Mouse properties, and UNcheck "Enhance pointer precision" on the
"Pointer Options" tab
