Most of my folders have become read only

Most maybe all my folders have become read only and I
can't reset the read only box in folder properties. I
don't recall doing anything to cause this. What can I do
to reset the folders?

I recently installed the .net software and removed it
because I didn't want to log in every time I started the
computer.
