All folders read only in C: \ Drive

All folders in the C: drive are read only. I tried to
reset the attribute logging as the administrator and I
still can't do it. This is a Windows XP machine with
service pack 1. Can anyone help me to resett the
attributes on those folders. Also when I create a new
folder it becomes read only and I can't change it back.

Only the attrib command in a cmd prompt window
lets you see or change the read-only attribute on
folders. What you see in the UI is a checkbox that
allows you to set or unset the attribute on contained
files, just like it says when prompting you.
