More SP4 printing problems

Installed a fresh machine w/ Win2k PRO, SP4, IE6 SP1. Clicking Add Printer
in Control Panel -> Printers is now broken. The error message is something
like "Printer operation cannot continue due to lack of resources. The print
subsystem is unavailable." Seems like SP4 totally breaks printing.

Would be open to any hotfixes that solve the problem or hacks to allow me to
install SP3 over the top of SP4.

It sounds like the spooler isn't started.
Can you open a cmd window and type 'net start spooler' ?
