more problems in safe mode

I'm having to use safe mode and there are two things I don't understand,

1) if I right click on a file/properties/security there is a user name with
a red question mark and his description is "S..(many numbers)". what is this
? is there lurking a user unknown on my system ?

2) Trying to install anything gives the message " the system administrator
has set policies to prevent this installation". Have tried gpedit but no luck
(did I need to reboot) ?

could anyone suggest what to do for these ?

The windows installer service doesn't run in safe mode, so there isn't much
you can install from safe mode.
