more outgoing mail blues

after reading the articles here, i've done the following:
-removed norton.
-downloaded avast, unchecking the incoming/outgoing scans.
-made sure that the SSL boxes are unchecked in windows mail.

i'm receiving incoming mail, but i continue to get this when i send/receive:

The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was '(e-mail address removed)'. Subject 'll',
Account: 'mail.tampabayhummer.com', Server: 'mail.tampabayhummer.com',
Protocol: SMTP, Server Response: '550 Authentication is required for relay',
Port: 25, Secure(SSL): No, Server Error: 550, Error Number: 0x800CCC79

any help?

The "Relaying denied" error almost always means you tried to use
your ISP's outgoing mail server while connected to some other network.
Is your PC a laptop that you move around to different locations?

Are you sure your server name is correct?

Tools, Accounts, select the account, Servers, select the option
"My server requires authentication."
