The rejected e-mail address was '(e-mail address removed)'. Subject 'Re: lettre de
motivation', Account: 'pop3.o2.ie', Server: 'smtp.o2.ie', Protocol: SMTP,
Server Response: '550 5.7.1 Relaying not allowed: (e-mail address removed)',
Port: 25, Secure(SSL): No, Server Error: 550, Error Number: 0x800CCC79

You were on a laptop away from home, your SMTP settings are for home.
Easiest option is get a free Yahoo account or something and use that if
you travel a lot.

The message "Relaying not allowed" means at the time you were trying to
send the message you were connected through some other network that your
own. This would not affect getting mail, only sending because the
distant SMTP server does not know who you are and assumes you are a spammer.

Make sure you have send authentication enabled.
Go to Tools, Accounts, select that account, Properties, Servers.
Enable the "My server requires authentication" option.

I am unable to locate the "server" tab in the tools section of my PC.
Instead I only have a general and advance tab. How then am I supposed to
get my email back and running?

I don't know what the "tools section of my PC" means.
You should be inside the Windows Mail program, on its main screen.
When you click the Tools button on its menu bar, the result should look
like the screenshot I posted here:

Click on the image there, then click on "View Raw Image".

Are you able to go from Tools to Accounts, then select the mail account,
then click on Properties? You didn't mention any of those steps.
