monitor won't wake up after forced standby

My monitor wakes up normally when the system goes into
standby determined by the standby time I've set in the
power management settings. However, when I do a forced
standby, the PC wakes up, but the monitor stays asleep and
I need to reboot to get the monitor to respond. All OS
critical updates are installed. The behavior persists
even if I've set the power management standby setting
to "never." Monitor self-test shows no problems. Problem
not resolved by updating video card driver to latest
version. Suggestions?
