Monitor won't go into standby mode

I'm running XP Home edition. According to the power scheme in the control
panel, the monitor is set to turn off after 20 minutes of idle time. If I
simply turn on my computer and wait the monitor will turn off after 20 minutes.
However if I do anything with my computer, even something as simple as playing
a game of Minesweeper or Space Cadet Pinball, the monitor won't turn off by
itself after 20 minutes of idle time. Actually sometimes the monitor does turn
off but a lot of times it doesn't. If I go into the power options in the
control panel and simply ok out of it the monitor will turn off after 20
minutes of idle time but the setting doesn't seem to stick.
