Monitor serious trouble

My brother just reformated his computer yesterday. The color was a bit off and
he could not fix it. it was stuck on 4bit and all bars were frozen leaving
no option to change display settings. He restarted his computer and now the
monitor will detect the start up of windows however once windows is on
everything is black.

He checked cables and tried another monitor and the same thing happens.

He also tried to reformat again however once the cd is booted the screen is
black then as well.

Any help or suggestions would be greatly appreciated!!!

Start the computer in Safe Mode. Install the drivers for the
video card and the monitor, and configure. Re-boot the computer.
If display appears after Windows start up, go into Control Panel,
then Display, and configure settings accordingly.
