I am trying to change my monitor resolution from 800x600
to 1024x768. When I move the slider and click apply, the
screen goes black for approximately 30 seconds and then
returns to the 800x600 setting. How can I resolve this
issue?

Install the XP drivers for your video card.

That implies that either your video adapter or your monitor can't
handle 1024x768. If things go well, XP switches the video system and
displays a prompt asking if you can see the screen. If you click "ok"
within about thirty seconds, the new setting is left in place. If you
don't click the OK button - and you don't because something's gone
haywire and you can't see it - the setting is returned to the original
value.

So your equipment simply doesn't work when XP switches into 1024x768
mode. You might need a new driver, or it might be that your hardware
simply won't do it.

Another issue with Video is the definition of the monitor.
Many times, XP will simply have the monitor defined as
a "Plug & Play". After you install your video driver, you
should change your monitor definition to your exact vendor
and model. After this is done, you may be able to use a
higher Resolution and more importantly a higher Refresh
rate than the default of 60HZ. I see this problem(?) on at
least 40% of the PC's using Windows XP.
