monitor lines

Why are lines flickering across my monitor, sometimes they do and sometimes they don't. How can I correct the problem

Change the refresh rate to something higher.
Move the monitor away from any walls (electrical interference.)
And as weird as it may sound.. Face it east.

You might try changing the refresh rate to something LOWER, perhaps 75 or 85Hz
