monitor issues

i ran memtest ,there was no errors.monitor, mouse, nic lights,cdrom,appears
to loose power,cpu fan still runs

I don't see a good theory to explain it. If it was a power problem, then
why does Safe Mode work ? And if it is a software problem, why do
mouse, NIC, and CDROM malfunction at the same time ?
