monitor 'ignoring' power management options - pls help

In Control Panel/Power Options I have set the monitor to switch off
after 10 minutes - for some reason it no longer works, the monitor
stays on all the time.

I have the screen saver set to come on after 5 minutes - it doesn't.

I've tried changing the timings, but to no avail.

The only change I've made to my system since the problem started was
to change screen savers.
The previous screen saver was Winter Snowflakes which I downloaded
from the Microsoft site.
I first tried just choosing another s/saver and when the monitor did
not switch off, I removed the program using Add/Remove in Control
Panel.

Any help will be much appreciated

Have you recently installed a DVD burner/player and/or bundled applications?
I had a similar problem nearly 12 months ago and can't remember the
application involved but it was one of the DVD viewing or editing apps which
came with the drive. It came good as soon as it was removed (Power DVD?)
