Modifying SYSTEM32\Shell.dll

System: WIndows XP Pro SP2 (Updated)
Experience: Home User

Right Clicking a Folder /Properties / Customize /Change Icon: by default up
comes %SystemRoot%\system32\SHELL32.dll

Question: Can other customized icons be added to this Shell32.dll ?

Better still, can the default (%SystemRoot%\system32\SHELL32.dll) be changed
to something else, e.g. (Data Folder \ My Icons....?) without messing up
other System settings?
