Is there a way to add a hyperlink to other places (which will allow me to get to a set of folders I frequently use)?

There are several ways you can do this. Is "Other Places" a file folder?
You can use Windows Explorer, rightclick the folder and click "Create Shortcut"
That way it will be on your desktop for use.

Other Places appears in the left hand pane in folders when you have common
tasks enabled.
And I do not know of any way to add links to it.

Other Places overview
[[ Windows folders help you quickly find and work with files on your
computer, network, or the Internet. Every folder contains a list of links
called Other Places, which can help you find the places you need, such as My
Computer, My Network Places, and your Desktop. Depending on which folder you
are working in, Other Places may also provide links to the My Documents and
Shared Documents folders.]]

To display links to common tasks in folders
[[Open Folder Options in Control Panel.
Click Start, point to Settings, and then click Control Panel.
Double-click Folder Options
On the General tab, under Tasks, click Show common tasks in folders.]]
