I was asked how could I can modify the desktop background and the overall
Windows interface appearance in XP. I don't know what they are talking about.
Please help me understand what this means and what the answer to this
question is.

Why not ask the person who asked you exactly what they mean? It isn't
clear from your post what they - or you - really want. Go to the
Display applet in Control Panel and examine the various options for
desktop background, etc. If you are talking about doing complete
skinning, look around for third-party software like Stardock's. Google
for "skinning XP" or "XP themes" or the like.
