Desktop doesn't apper after loging-on??!!

Hi;

When I click on my UserID in the Welcome screen, loging
process start..but, nothing display on the desktop (even
the start button & task bar!). What apper is only my
desktop background!

Q: How to fix this problem??

NOTE:
-----
[*] WinXP was working fine with me until a small pop-up
ballon says "Windows-Virtual Memory Minimum is too
low"!
At that time, I restarted my PC and the problem
appered to me!??

This happened to me today also...were u able to fix it?
if so please tell me how, i have no idea what to do.
start up and desktop wont show up, just the background
picture i have.
