I agree - it's damn irritating! Shouldn't be too difficult to stop

No.

The Borland newsgroups are moderated by trusted volunteeers (their
equivalent of MVPs). Couldn't MS do this too? I am tired of reading about
replica Gucci watches etc, although I see the most recent of these have now
been removed.

I believe they are moderated but they are not pre-moderated...
Meaning that you can place any message you want and it will be visible until
it's removed.....
