I just received a Rosewill RC-403 PCI V.92 modem that supports "improved
call waiting/caller ID" features.

Can I use this modem for caller ID on incoming calls for a pc-based
answering machine software I want to use (FaxTalk)?

You might want to contact the program vendor to see what modems they
support.
