modem ? or not

I have an HP Pavilion.
Lucent win modem.
I can dial (i hear the dialing)
then I hear nothing and get no connection.
then I hear the phone line beeping as it has been off the
hook too long.
Is it my modem or is it a setting or do I need something
else installed.
Running win2000 server.
I have the current drivers.
Not connected to a network.

On some older phone lines and in a building with PABX where you dial 9 to
get an outside line , the modem can dial to quickly, to cure this place a
comma in between the last 3 numbers
eg 0800 455 4,5,5

its just a thought.
