Modem is being used by a program and doesnt release on restart

I have a XP home machine that when i try to use a dial up internet
application, the system tells me that the modem is being used by another
program. There is no other known application running on the PC. I have tried
to delete the modem, restart the pc and then readd the modem, as well as run
clean up and defrag. Can anybody tell me how to find what program is using
the modem so that i can stop it.

Well it is the internal fax/modem. How could i check this out? I havent tried
to use it as a fax.

Virus? Spyware? Software Automatic Updates? Someone stealing your
data? Egress Filtering, without it your data protection and security is
incomplete.
