I just bought a u.s.robotics modem for my computer. When
I started to install it I got a message that it was not
digitally signed and that I should go no further. Why
should I care if it is digitally signed? The box said
that it was designed to work with xp

Install it. If it fails, seek out an XP certified driver from the
manufacturer's WEBsite...or return it.
