Modem hangs

I've installed a Zoom V.92 modem (conexant) in a Dell
8250 running XP Pro. The installation went fine, the
modem responds to queries under modem properties, and
Device Manager says the modem is working.

The first time I dial, after installation, the modem
hangs, off-hook. There are no dial tone or dialing tones
from the modem speaker. The connection eventually times
out, but the modem remains off-hook.

I have tried the drivers from the Zoom CDROM, and the new
ones downloaded from Zoom. I uninstalled the modem
between installations. I tried different PCI slots, and
called Dell and tested the motherboard.

The problem is not isolated to this particular modem. I
also tried a PCTel HSP56 Micromodem, using drivers
supplied with XP, and got identical results.

I need some help, please.

Some additional information. The phone line to the modem
definitely has dial tone. The error message is could not
establish connection. I have tried dialing with the XP
phone dialer, and with HyperTerminal.

My first reaction is, buy a controller based modem (US Robotics) and save
yourself all the grief, but i can't say that that is your only problem..
Software modems (as far as i'm concerned) are crap.. They save OEMs money
and weight in the box...and they can be hooked to sound cards, which is why
i sold my HP computer when i had to replace the modem and the sound card
because it was a 'combo'.......
