Modem disconnect/hang up problem

Windows 2K client using dial up networking for internet
access. All working well, except disconnect/hang up.
When user closes IE, disconnect screen displays as
expectd. When user selects Disconnect, the GUI indicates
the disconnect has occured. When attempting to
reconnect, the user either get a "no dial tone" error, or
is enough time has passed, can hear the telco's "phone
off the hook" alert through the modem speaker.
If the user physically removes the cable from the modem,
or from the wall jack, then attempts reconnect, all
proceeds as expected. So, the system appears to
disconnect, but does not hang up unless the user
physically removes the cable.
Any suggestions? Manicures getting expensive!

Sounds like the modem is not configured to reset when commanded to
disconnect. Get out the manual for the modem and go over the settings.
