Modem Constantly Wants to Dial ISP

I have a system that wants to constantly dial the ISP,
even if nothing else is running. How can I find out what
application or process is trying to dial?

I have disabled the Norton LiveUpdate and a couple of
apps that would seem to want updates.

Any ideas?
 
Apps, like he ones you mentioned, will wait for a connection rather than
dial up without your consent. Peraps you have spyware onyour pc. Get
Ad-aware and check. They are usually the culprits.
 
That setting will only try to connect if a program requests it.

Also, there is a setting that instructs the dialer program to never dial
connection', dial whenever a network connection is not present' and 'always
dial my default connection'. You can find these settings in IE under
Tools -> Internet Options -> Connections. If the setting is 'always', it
may cause the dialer software to keep trying to connect - regardless of
whether another program is trying to get internet access.

A response posted by MVP Kelly Theriot to the same question:
Right click My Network Places/Properties/Advanced (top
toolbar)/Dial-Up Preferences/Enable Auto-Dial by Location/Uncheck all
locations and check off always ask me before auto dialing. Also,
Disable autodial while I am logged on.

In the Enable Auto-Dial By Location dialog box, select each location
for which you want the automatic dialing feature to operate. Reboot.

To view the list of names and addresses recorded by AutoDial, type the
following command at a command prompt: rasautou -s

To delete a name or address entry from the list: Start/Run/Regedit

HKEY_CURRENT_USER\Software\Microsoft\RAS Autodial\Addresses

You can delete any TCP/IP addresses that you see under this key. Note
that AutoDial can use IP addresses, DNS fully qualified domain names
(FQDN), and NetBIOS names.
