Running Windows 2000 Server in per seat mode can I move to
per server mode and if I can what are the cautions?
 
Yes, you can move. Just do it through your licensing
options.

support.microsoft.com/default.aspx?scid=kb;en-us;308597

This is a one time process, so make sure you want to be in
per server mode.
