2003 Licensing server not handing out CAL's

We have 3 DC's (2003) running with Windows 2000 based Citrix Servers. Our
licensing server is running on a 2003 DC that has been activated, with
Windows 2000 licenses installed (40). Licensing mode is per-device.

We recently moved our existing 2003 Licensing server to new hardware (due to
a hw failure) and this new licensing server is set-up exactly the same. I
have checked the event logs and saw one message stating "regenerate
public/private key by client ncalrpc", other than that "nothing stands out;
just the usual "licensing mode entered run/stop state".

I have done the usual troubleshooting, deactivate/reactivate,
uninstall/reinstall per Microsoft's recommendations, but this Licensing
Server still will NOT HAND OUT LICENSES.

Does anyone have any ideas?

Check the EventLog on the W2K Citrix servers. Do they log an event
about not being able to locate the LS?
If so, you can hardcode the name of the new LS into the registry of
the Citrix servers.

BUT: if you moved the LS only recently, it's perfectly possible
that none of your clients has needed to get a license from the new
LS yet. When the existing license on one of the clients expires
will you start to see the new LS issueing licenses.

Hi Vera,

the only message I get on the Citrix servers is "terminal server cannot
issue a client license".

As far as new licenses go, we have had new clients with no existing license
request a license and get turned down.

I'm frustrated to say the least. I can't help but think that the issue is a
bug somewhere related to a Windows 2003 TS Licensing server handing out
Windows 2000 CAL's. The odd thing is, this was the second move I made to
W2K3 TS Licensing server. The existing 2K3 Licensing server was fired back
up and immediately began handing out licenses.

Both installs are identical, both are activated with licenses installed.
When I disable the service on the working license server, the new server will
not hand out licenses; even when I manually point to that server!!!! To
complicate things even further, the event log on the license server indicates
that the server's TS Licensing is working! WTH????

Are you running SP1 on the Licensing Server? If so, I would call
Microsoft support.
If you are NOT running SP1 AND you have thin clients, check this:

Yes, I am running SP1.

Thank you for all your help, I have been on the phone with them for 2 hours
now...

I hope that Microsoft will be able to solve your problem, and would
appreciate it if you could post the cause of the problem and the
solution here. Sooner or later, someone else is bound to get the
same problem.
