You have to find and pay a supplier who will take email messages
and convert them to SMS. AFAIK, Telstra does not offer this
service, and there are no free service providers.

a network support forum.
Pager suppliers used to support a direct network connection,
so it might also be possible using a network control or
network api, but I think you would want to start with email first.
Check out Clickatell. According to their web site (see the 'Coverage'
section at the URL below) they cover Telstra. I have no direct experience
with them, but a colleague who does speaks well of them.
BTW: In my previous reply, I assumed you wanted to send bulk messages, but
now that I think about it, you didn't say so. If you want to send individual
messages, there are also hardware solutions such as the Siemans TC35 ...
