MMC Failed to Initialize

When I try to start Device Manager in the Control panel or if I try to use
the Disk Defragmenter in the Systems Tools in Programs I get the following
message "MMC Failed to initialize bcause it was installed incorrectly or
because a portion fo the registry has become corrupted. Make sure the file
mmcndmgr.dll is registered by running regsvr32
%systemroot%\system32\mmcndmgr.dll. Well when I do this I get an error
message that states "Regsvr32 LoadLibrary
("C:\windows\system32\mmcndmgr.dll") failed - Error performing inpage
operation". Can anyone help me figure out how to solve this. I tried System
Restore but no mater what point I use to restore, it says that it cannot do
it to that point. Thanks.

Thanks Drew. I saw this page before but figured it did not apply to my
problem. But I read it through and decided to give the "workaround" a try. It
says to 'turn on the Offline Files" feature. I checked it out by this was
already turned on. So I tried turning it off and sure enough, the problem
went away. Windows XP is a mystery to me but I appreciate the help. Thanks
again. Eric

Start>run>msconfig>ok, click on "expand file"
(general tab)

File to expand: mmc.exe
From: X:\I386
To: %windir%\system32

Where X=CD drive (XP CD is required for this)
change it accordingly. If your system has OEM/preinstalled then check
at:- C:\Windows\I386.In that case :-
File to expand: mmc.exe
From: C:\Windows\I386
To: %windir%\system32.
Reboot when finished.
