MMC can not open the file c:\windows\system32\compmgmt.msc

I have a windows XP professional and external hard disk
as E: drive. But recently I got a USB mem key, after I
plug in, this mem key work as E: and my external hard
disk work as F:. But I need external hard disk work as
E:, when I try to run computer management from
Administrative Tools I got an error msg:

MMC can not open the file c:\windows\system32\compmgmt.msc

either file not exists, or create from old version.

I check that file is there. How can I create from new
version or maybe this is not the version problem?
