compmgmt.msc error messag

when i try to open the computer management I am getting the following error
message

"MMC cannot open the file: c:\windows\system32\compmgmt.msc.

This may be because the file does not exist, is not an mmc console, or was
created by a later verizon of MMC. This mayb also be because you do not have
sufficient rights to the file"

The file does exist in that directory. The user is an local admin on the
computer. I also ran the registry file associatons tool too.

Please advice!

regsvr32 msxml3.dll
