Missing \windows\system32\congif\system

Hello,
I was moving about 10 GB of files from one drive to another when my ocmputer
froze and completely stopped responding. I restarted it and get teh error
message that it can not load windows because it is missing the following file:

\windows\system32\congif\system

Any suggestions?

I am trying that, but after I type md tmp
the computer responds by saying 'access denied'

any advice?

I would try :
attrib -r *.* /s /d
first, to remove the read only attribute from files and folders.
