Windows 2000 Startup

Hi,
When ever I turn on my laptop, the black screen comes and this is what i see:
Starting Windows...
(Theres a little white bar at the bottom)
Windows 2000 could not start because the following file is missing or
corrupt:
\WINNT\SYSTEM32\CONGIF\SYSTEMced start up options for Windows 2000, press F8.

You can attempt to repair this file by starting Windows 2000
Setup using the original Setup floppy disk or CD-ROM.
Select "r" at the first screen to start repair.

You'll need to take that to the admin. That's probably going to require a
repair installation. Can you get in via safe mode?

Better still, will accessing the PC via safe mode get you into any trouble?
