Missing Windows.chm

Facts:
I have purchased and installed Windows 2000 Professional
(with service pack 3). I have kept up with updates, then
installed service pack 4. I now notice that my "help"
feature doesn't work (by going to Start, Help). I get an
error of: cannot open the file: %systemroot%
\help\windows.chm. If I use Windows Exploer to view the
harddrive and search for the file, it seems to be
missing. I'm not sure when this problem began. I have
tried to reinstall the original disk (including service
pack 3)and the computer says that it will not load an
older version of Windows. If I reinstall the service pack
4 update, it does not help the problem.

Any suggestions would be appreciated.

In never realized it could have been from SP3, but when SP3 first came out, one
of the things I was having a problem with was the Windows HELP files.
In my case, the HELP files had a tendency to get stuck off screen somewhere and
I got them back this way:
Call up a HELP file (even if it isn't going to work. You may see a button on the
task bar that represents the "open" help file.
If you have any files open, don't close them, but make sure they are minimized.
Right-click on the task bar and choose Cascade Windows (or one of the next two
choices). If your Help files are stuck in limbo, they will redraw themselves
right where you can see them.
