Missing toolbars

All of my windows have no toolbars, e.g. when I open My
Computer I see all my drives etc no no menu across the
top, File, Edit, View etc. and no icons undeneath like Up
or Back etc. The cursor display the sizing double arrows
when I hover over the place where they should be but I
cant drag anything up or down.

try right click in toolbar area and turn all things on.
