Missing tab?

XP Pro SP2.
There is no 'File Types' tab, or 'Offline Files' tab on the dialog under Tools|Folder
Options of Windows Explorer. Should they be?
They are on the dialog opened in Control Panel, both from the menu bar and the Folder
Options icon.
