missing system tray icons

ok when i boot into my system (win XPpro, all updates,
one user, no password) certain icons will not show up in
the system tray. These icons include C-Media mixer,
Power options and sometimes my ATI desktop CP or mouse
will not show up there.

Ok ready for this LOL. If after the system is up and
running i select START >> LOG OFF and then log off my
account back to the welcome screen and then log back into
my account the icons will be there.

I have tried everything i can think of and still nothing.
any help would be appriciated
