Missing SPCMDCON.SYS file

Trying to repair an installation, I type R then remove the
CD, reinsert when prompted press enter, prompt message
disappears then reappears (same message). When I press
escape to cancel, get message:
SPCMDCON.SYS file needed for recovery console is missing.
Recovery console cannot proceed.

Recovery console fix made no difference. Does anyone know
of the simplest way to fix the missing (SPCMDCON.SYS) file
please?

You may need the Hotfix in
