Missing sortcuts

Some of my shortcuts have been accidentally deleted. I know how to right
click and get the shortcut icon to come up but I don't know how to tell it
where I want te icon to go. Can someone help me?
 
Right click on the desktop
Select New
Select Shortcut
Browse to and select the file you want
Select the file
Click OK
Click Next
Click Finish
 
please help me do an update on my msc files, can't find them thet got
deleted some how!
