Missing something in XP SP2

System: Dell Dimension 4100
Intel P3
512MB memory
OS: Windows XP Pro SP2

I have something missing in my system. When I go START->Control Panel->User
Accounts I only get a blank window. Also, when I run Symantec Security-2005
the very first window is partially blank.

I tried Recovery Console. However, I did not see a command that compares
the files in the System with the files in the installation CD ROM.

Does any one have had this kind of problems? I would appreciate any
suggestions on how to repair my system.
