Missing setup.log

I'm trying to create an emergency repair disk prior to
installing SP4 and .NET and I can't find a SETUP.LOG file
in my WINNT\Repair diretory (or anywhere else on my
system, for that matter).

Is there a minimum SETUP.LOG file I can manually create or
is there a way to create a SETUP.LOG file for my existing
system?

The setup.log file is created during the install of Windows and can't be
created any other way. The only way to get a new one is to install
Windows on top of itself (in-place upgrade). You can create a dummy one
but since it will not contain the proper information doing things like
installing a Service Pack may fail.
