Missing send button

The send button is suddenly missing from the window of a
new outgoing e-mail. I have repaired office, I have tried
to turn on/off various tool bars but haven't been able to
isolate the problem.
 
Have you tried recreating your mail accounts?

Yes, I tried that but it didn't work. If i start outlook
using the safe commany line switch, it works properly.
But because this is an office computer, I am sure the user
will eventually complain if she has to start it that way
each time.
 
In that case, try renaming the outcmd.dat file to outcmd.old while Outlook
is closed. Outlook will rebuild the default toolbars the next time you open
it. If your send button reappears, and any changes to the toolbars "stick"
after doing this, then you know it was the outcmd.dat file causing the
problem. If any customizations are made to the toolbars after this, make
sure to make a backup of the new outcmd.dat file so you can restore it if
you ever run into the same problem again.

Note: If you're using Windows 2000 or XP, you'll need to search in hidden
and system folders to find the outcmd.dat file.
