missing mscoree.dll file

I keep running Norton Win doctor but it cannot fix this
problem. Can you help me identify?

C:\PROGRAM FILES\COMMON FILES\INSTALL
SHIELD\PROFESSIONAL\RUNTIME\0701\INTEL 32\DOT NET
INSTALLER.EXE" CANNOT ACCESS NECESSARY
FILE, "MSCOREE.DLL."

You'll have to download and install ".NET Framework"
to correct the missing "mscoree.dll".
