missing module prohibiting H&S Center from working

How can I find out what module is missing? I have not had Help and Support
for some time and have tried tons of things to fix. I have restored,
reinstalled, on other things from support sites. Still get message a module
is missing but do not know which one. This is succession of messages I get:

Please someone help. I want this resource back. There has got to be
something that can be done here.

Start/run and type in: helpctr -regserver or to totally reinstall help
and support, assuming you installed to C:
Make hidden folders visible first and then go to
C:\windows\inf\pchealth.inf right-click and choose install. You will
need the XP cd.
